Animal Licensed Premises

Officers from Regulatory Services inspect premises every year to ensure that they comply with licence conditions. Premises are also subject to additional checks to ensure standards are maintained.

The standards relate to structure, safety, security, infectious disease control, and the suitability of the licence holder. The aim is to:

  • ensure minimum standards of welfare for animals
  • prevent the spread of disease and
  • ensure the safety of the public visiting these premises.

Periodic inspections are carried out to confirm standards are maintained, and in response to complaints.

Our advice to anyone using these premises is always:

  • check they are licensed, and ask to see the current licence
  • inspect the premises prior to leaving your pet, buying an animal, or taking a riding lesson
  • ensure that riding schools have current public liability insurance

Dog Breeding Licences

A person breeding dogs for sale and whose bitches have 5 or more litters in any 12 month period, will require a licence from the Council.

Conditions in the Licence state that:

  • Bitches must not be mated until they are at least 1 year old
  • Bitches must not give birth to more than 6 litters in a lifetime
  • Bitches must not have more than 1 litter in any 12 month period; and
  • Breeders must keep accurate and detailed records covering all aspects concerning the health and welfare of the dogs, including details of litters. These records must be kept on the premises and made available to the Council if requested.

When is a Licence Required?

Section 1 of the Breeding of Dogs Act 1973 states “No person shall keep a breeding establishment for dogs except under the authority of a licence granted in accordance with the provisions of the Act”.

You will not be granted a Licence if you have been disqualified from any of the following:

  • Keeping a breeding establishment
  • Keeping a pet shop
  • Having custody of animals
  • From keeping an animal boarding establishment
