Traffic Regulation Order
(TRO) Library

A Traffic Regulation Order (TRO) is an official order (bylaw) made by a local authority that details the nature and extent of traffic restrictions in a certain area.

These restrictions can relate to parking, bus lanes, moving traffic and littering from vehicles. A contravention of these controls, as detailed in a TRO, may lead to a Penalty Charge Notice (PCN) – or Penalty Notice (PN), in the case of littering from vehicles – being issued.

The Traffic Penalty Tribunal has created an online library of TROs and encourages local authorities to upload theirs. Access to the TRO Library is for everyone, and it can be used to search TROs that have been uploaded, by a specific authority or other search criteria.

When an appeal is submitted to the Traffic Penalty Tribunal against a PCN or PN, the authority will reference the TRO that includes the contravention the penalty relates to. This could be provided as a link to the TRO Library, or the relevant sections of the TRO will be included as evidence.

Using the TRO Library: A few things to be aware of

  • TROs are drafted by local authorities, not us
    The Traffic Penalty Tribunal is not responsible for the content of TROs. If you have any questions about a TRO, you should contact the authority that the document relates to.
  • Some authorities make TROs by reference to maps and plans
    The text of some of these TROs are in the library; however, some maps or plans are not available. You will need to contact the authority for access in such cases.
  • An authority does not have to upload TROs to the library
    The TRO Library may also not have an up-to-date version of a particular authority’s TROs, as they are made and revised regularly.
  • A particular TRO may include rules that no longer apply to particular locations or may change an earlier TRO.
