Means enquiry reports

If a young person has committed an offence, and the case is being dealt with in Court, the Court may request a written report about his or her family's financial circumstances, especially if sentencing involves a substantial fine or compensation to be paid, or if the young offender has other specific problems at home. The Court may even remit all, or part, of a fine if the young offender's circumstances have changed enough since conviction to warrant a review of the payment arrangements.

In cases like this, Means Enquiry Reports are carried out and presented to the Court by members of the Youth Offending Team.
