Local residents and businesses are being
asked to comment on Carlisle City Council’s Licensing Policy.
The City Council is currently undertaking a
review of its Statement of Licensing Policy under the Licensing Act
2003 and is consulting with the Police, Fire Service and other
interested parties.
As part of the review the council is asking
residents and businesses in Carlisle area to comment on the
contents of a draft version of the policy.
The consultation period started in early
July and ends on Monday, 27 September 2010.
The council must undertake a review of its
Statement of Licensing Policy every three years and the new policy
will be put in place by January 2011 in order to comply with the
legislative timetable.
Carlisle City Cllr John Mallinson, Portfolio
holder for Governance and Resources, said:
“The council takes its responsibility as the
licensing authority in Carlisle very seriously. It is
extremely important we get the policy right for the businesses and
residents in the area and work in partnership with the Police and
Fire Service along with the other responsible authorities. We
want people to give us their views and comments on the draft policy
we have prepared as this is a policy which affects the whole
community.”
Copies of the draft policy are
available on the City Council's
website and from the reception area at the Civic Centre in
Carlisle. A summary of proposed amendments to the existing
policy is available as a separate document to make it easier for
people to see the changes that are being proposed.

to Mr J A Messenger, Licensing Manager, Carlisle City Council,
Civic Centre, Carlisle CA3 8QG or by emailing licensing@carlisle.gov.uk
to be received no later than 27 September 2010.
Carlisle City Council fully implemented the
Licensing Act 2003 in November 2005, which at the time introduced
significant changes to the way that premises were licensed. Areas
affected included the sale and supply of alcohol, the provision of
regulated entertainment and late night refreshment. As the new Act
was implemented full responsibility for the licensing of premises
was transferred from the Magistrates to the City Council.
