Temporary road closure will allow
improvement scheme to be completed

A section of Castle Street in Carlisle will be closed for a
temporary period to allow work to be completed on the improvement
scheme.
The southern part of Castle Street (from its junction with
Paternoster Row and St Mary’s Gate) will be closed to all through
traffic from Sunday, 31 October (lunchtime) for up to two
weeks.
Traffic will still be able to travel the one-way system from
Market Street, Finkle Street and into the northern part of Castle
Street or Annetwell Street. If vehicles travel onto Castle Street
will then have to follow the existing one way system onto
Paternoster Row, Abbey Street and West Walls.
West Walls will be one way between its junction with Annetwell
Street and the entrance to the Diocesan car park, this will allow
vehicles to travel from Annetwell Street onto West Walls and
Victoria Viaduct, but will restrict vehicles travelling in the
opposite direction.
The closure will also result in the Greenmarket being closed to
traffic, but alternative arrangements have been put in place to
allow access into the city centre pedestrianised area.
The closure will restrict access for some deliveries and Scotch
Street may be used by some retailers as an alternative access
point. The one way system on Fisher Street and St Mary’s Gate will
also be reversed to allow access for loading and unloading
only.
Access to the Cathedral will be available from the north gate
via Paternoster Row.
Work started on the Carlisle City Council improvement scheme in
June this year and when completed, will result in Carlisle’s
‘historic core’ becoming more pedestrian friendly.
The scheme, which was given the go-ahead by Cumbria County
Council’s Local Committee for Carlisle in January, will help
attract increased investment into the city as part of a package of
projects for the area.
Castle Street, between Paternoster Row and St Mary’s Gate, has
been repaved using traditional materials. Footways have been
widened and repaved with Lazonby Sandstone. Existing granite kerbs
have been refurbished and the carriageway is being narrowed and
repaved with whinstone blocks. A range of high quality street
furniture is to be fitted and trees adjacent to the Cathedral will
be illuminated. It is expected that these enhancements will provide
an attractive environment for users of the area, particularly
pedestrians.
There will be some changes to how vehicles use the area, as
detailed below, but following public consultation most disc parking
is to be retained. Works will include:
- Castle Street to become one-way southbound between Annetwell
Street and St Mary’s Gate
- Fisher Street to become two-way from its junction with Market
Street to the access to Spinner’s YardA no-loading restriction in
West Walls between Victoria Viaduct and Heads Lane
- A “special-loading zone” with no disc parking between 8.30am
and 6pm in Castle Street south of Paternoster Row, St Mary’s Gate,
Fisher Street and Market Street
- Creating a motorcycle bay at the north-eastern end of Castle
Street at its junction with Finkle Street.
