Planning application submitted

An outline planning application has been submitted for a major
development to the west of Carlisle.
Forming part of the overall Morton Masterplan, the site is
located on Carlisle City Council owned land near to Wigton Road.
The proposals include:
- A new 8,175 Sq.m foodstore;
- Creation of jobs for the local economy;
- 547 car parking spaces;
- A petrol filling station; and
- 1,021 Sq.m of development which will be aimed as uses such as
smaller shop units, restaurants, café or a crèche.
The Carlisle District Local Plan allocates the land as a
‘District Centre’, including an allocation for a single retail food
store. The proposal for the District Centre completes the mixed-use
development at South Morton envisaged by the Local Plan.
As part of a pre-planning exercise, planning consultants Montagu
Evans held a public consultation exhibition on Thursday 4 and
Friday 5 March 2010 at Morton Community Centre. Comments from the
exhibition, community website and email address, were taken into
account and have helped to inform the proposals.
At this stage, the proposed planning application is for outline
planning permission. This allows the principle of development to be
agreed while conditioning "reserved matters" for subsequent
approval. The plans at this stage are indicative only.
Should planning permission be granted, the City Council intends
to market the opportunity to secure a developer or operator for the
store and associated development. It is hoped that the successful
party will be in a position to submit a further reserved matters
application, which will include the detail on the location of the
buildings and treatments of the elevations, in late 2011.
Comments on the application should be made directly to Carlisle
City Council’s Planning Department. These should be lodged with the
Council by 5 November 2010.
