Licensing Policy
Consultation on City Council document
Local residents and businesses are being invited to make their
comments on Carlisle City Council's Licensing policies.
Carlisle City Council has started a review of its Statement of
Licensing Policy under the Licensing Act 2003 and is consulting
with the Police, Fire Authority and other interested parties. As
part of the review the council is taking the opportunity to invite
residents and businesses in the Carlisle area to comment on the
contents of a draft version of the policy.
The City Council must undertake a review of its Statement of
Licensing Policy every three years and the new policy has to be
implemented by January 2008 in order to comply with the legislative
timetable.
Chairman of the Licensing Committee, Cllr David Morton said:
The City Council takes its responsibility as the
licensing authority in Carlisle very seriously. It is extremely
important we get the policy right for the businesses and residents
in the area and work in partnership with the Police and Fire
Service along with the other responsible authorities. The policy
affects the whole community and we want local people to give us
their views and comments.
Copies of the draft policy are available on the City Council's
website by visiting www.carlisle.gov.uk Hard copies are also
available from the Civic Centre's Customer Contact Centre.
A summary of proposed amendments to the existing policy is also
available as a separate document, to make it easier for people to
see the changes that are being proposed.
Any comments should be submitted in writing to Mr J A Messenger,
Licensing Manager, Carlisle City Council, Civic Centre, Carlisle
CA3 8QG or by emailing licensing@carlisle.gov.uk by
no later than Friday, 26 October 2007.
Carlisle City Council fully implemented the Licensing Act 2003
in November 2005, which at the time introduced significant changes
to the way that premises were licensed. Areas affected included the
sale and supply of alcohol, the provision of regulated
entertainment and late night refreshment. As the new Act was
implemented full responsibility for the licensing of premises was
transferred from the Magistrates to the City Council.
