Parish Councils
Parishes are the smallest areas of civil administration in
England and provide the statutory tier of local government closest
to the people.
Town and Parish Councils have a wide range of duties and powers,
such as the maintenance of community buildings and land. They have
the power to raise money through local council tax. Town and Parish
Councils are an essential part of the structure of local democracy
and have a vital role in speaking and acting on behalf of the
communities they represent. They help the other tiers of local
government to keep in touch with their local communities.
There are currently 34 parish councils in Carlisle District
representing 32% of the district population. The relationship
between Carlisle City Council and the parishes is of great
importance.
This is governed by a Parish Charter. Parish Councils in
Cumbria are represented by the Cumbria Association of Local
Councils(CALC), chair Jocelyn Holland.
The local association of CALC is the Carlisle
Parish Councils Association(CPCA), chair Ronnie Auld. In addition
to the chair, the CPCA Executive committee has 8 representatives
nominated from the 32 Parishes, a Parish Clerk representative and
is supported by officer hours.
The CPCA meets twice every year with Carlisle
City Council where parish representatives discuss issues of
importance with officers and councillors from the city. The CPCA is
also represented on some committees of the City Council, including
Carlisle Partnership and the Rural Support Group.
As well as these meetings, the CPCA and City
Council Officers work together on local issues.
