The Council's Building Control Manager is part of the Safety Advisory Group which advises Cumbria County Council, the body responsible for administering the Safety at Sports Grounds Act throughout the Carlisle area.

In Carlisle, there are two sports grounds which are affected by the legislation, i.e. Carlisle United's ground at Brunton Park and Carlisle Racecourse.

Brunton Park is a designated ground under the Act and the complete stadium is subject to control.

At Carlisle Racecourse, only two "Regulated Stands" are affected.

The purpose of the legislation is to ensure crowd safety in order to help prevent a similar tragedy to those which have previously occurred at Hillsborough, Bradford, Glasgow, Bolton and other venues.
