Bus pass, concessionary travel

NoWcard Bus Pass

Cumbria County Council run the scheme. Free bus travel is only available on services provided by local bus operators between 9:30 and 23:00 Monday to Friday and all day Saturday, Sunday and Bank Holidays. 
 
Bus Passes are available to residents of the Carlisle City Council area who meet at least one of the following criteria:
  1. The age of eligibility for an elderly concessionary travel pass has changed. For those turning 60 after 6 April 2010 this is for women pensionable age and for men the pensionable age of a woman born on the same day. To check when an older person has reached the qualifying age, see the link below.
  2. For those elderly residents born before 6 April 2010 the qualifying age is 60.
  3. Is blind or partially sighted to such an extent that s/he has difficulty estimating the size and speed of movement of vehicles.
  4. Is profoundly or severely deaf.
  5. Is without speech.
  6. Has a disability, or sustained an injury which, in the long term, makes it very difficult or impossible for him/her to walk.
  7. Is without the use of both arms.
  8. Has a learning disability.
  9. Has been or would be refused a driving licence under Part III of the Road Traffic Act 1988 pursuant to Section 92 of the Act (physical fitness).

To apply for a Bus Pass you will need to visit Carlisle Library. You will need two forms of identification, one to show proof of age or disability and one to confirm your address. 

Examples of evidence for the above criteria include:

  1. A letter from the Benefits Agency confirming receipt of a retirement pension, or a Driving licence or Passport.
  2. Medical certification from a Consultant Ophthalmologist or Optometrist or a Certificate of Vision Impairment.
  3. An audiological report or a report from an aural specialist.
  4. People who are unable to communicate orally in any language, NOT if speech is slow or difficult to understand or people with a severe stammer. Medical certification from an independent health professional is required.
  5. Proof of Disability Living Allowance with higher rate mobility component or War pension mobility supplement or medical certification from an independent health professional.
  6. Medical certification from an independent health professional is required.
  7. These disabilities must have started before adulthood and should not be confused with mental illness.  Medical certification from an independent health professional is required.
  8. Medical certification from an independent health professional is required.

If you lose your bus pass you can request a replacement from Carlisle Library. There is a £10 charge for this service.
