Health and safety at work - regulation and inspection

Health and Safety enforcement is split between the Health and Safety Executive (HSE) http://www.hse.gov.uk/ and local authorities (LA's).  In general HSE covers factories, building sites, mines and quarries, farms, fairgrounds, railways, chemical plant and offshore and nuclear installations.

LA's deal with offices, shops, warehouses, hotel and catering, sport, leisure, consumer services (e.g. launderettes, hairdressers, undertakers, shoe repair, tyre and exhaust fitters), residential care homes and churches.

The Council's Health and Safety Service is delivered by the Food, Health and Safety Team.

The Team aims to prevent accidents and ill health in the workplace.

They do this by:

  • inspecting workplaces to make sure that risks are effectively managed
  • providing guidance and advice to businesses and members of the public
  • investigating accidents, dangerous occurrences and occupational ill-health
  • investigating complaints about working conditions or work practices
  • promoting awareness and knowledge of safety issues

The Council has a Health and Safety Policy which sets out how it will deal with contraventions of health and safety legislation.
