Low Cost Home Ownership

What is it?

Carlisle City Council works with private developers to secure discounted sale properties on new housing developments.  The properties we negotiate depend on the location of the development and the identified housing need in that area.  These properties are sold at between 90 - 70% of the full market value to qualifying applicants.  The properties are secured via a Section 106 Agreement (Town and Country Planning Act 1990) and must remain in perpetuity.

Who can buy these properties?

Individuals apply to the Council for these properties and generally (please note this list is not exclusive) would need to:

  • demonstrate in financial terms that they require the discount on the property in order for them to buy it, and
  • have a local connection to the parish, ward or district.

You must complete the Councils application form for Low Cost Housing and be registered on their waiting list.  Application forms are available from; Carlisle City Council, Development Services, Housing Services Department, Civic Centre, Carlisle, CA3 8QG, or alternatively telephone 01228 817311
