Local land charges search
A Local Authority Search is usually requested
by a solicitor on behalf of purchasers of land or property, and
forms part of the conveyancing process. The standard questions give
potential buyers details of any restrictions or legal obligations,
which are enforceable against successive owners.
Official Searches
The Local Land Charges Section carries out all official searches
covered by the Local Land Charges Act 1975 and they guarantee
comprehensive replies to the official LLC1 and Con29 enquiries.
The search is done in two parts, which are usually submitted
together:
- LLC1 – the Official Certificate of Search. This reveals all
registerable charges which include improvement grants, conditional
planning consents, tree preservation orders, listed buildings
etc.
- Con29 – Standard Enquiries of the Local Authority. These
enquiries relate to various issues including planning, building
regulations, highways and environmental services.
Submitting a Local Authority Search
The following should be submitted for a standard search
request:
- Form LLC1, in duplicate.
- Form Con29, in duplicate.
- A location plan, in duplicate, with the property/land clearly
outlined in red.
- A cheque made payable to ‘Carlisle City Council’ for the
correct fee (see list of fees)
Please note, Carlisle City Council is connected to the National
Land Information Service (NLIS) at Level 3. This means that
searches can be submitted electronically via NLIS and once
processed, returned electronically. For more information, please

From 1st August 2007, the new CON29 (2007 Edition) was
introduced. The new CON29 comprised of Required and Optional parts
and now customers can submit Optional questions individually if
required. Each part is a standalone product that can be ordered
separately. Clients who wish to discover all relevant information
may still submit both parts together, though they will not have to
be submitted at the same time.
The new Question 22 on the new CON29 Optional form is designed
for common land enquiries, but for a temporary period DEFRA has
decided to retain the existing CR21 form. Please contact the local
land charges department if you would like further clarification
about the difference between Question 22 and the CR21 form.
