Development Control Committee
The Development Control Committee meets every six weeks to
consider the Schedule of Applications and other Reports.

Under Section 54A of the Town & Country Planning Act 1990,
all planning applications have to be determined in accordance with
the Development Plan (the Development Plan for Carlisle is the
Cumbria and Lake District Joint Structure Plan and the Carlisle
District Local Plan) unless material considerations indicate
otherwise.
An Officer Report to assist the Committee in determining the
application accompanies all the applications that are considered by
the Development Control Committee. The Report identifies the
relevant development plan policies, supplementary planning
guidance, other planning policy guidance issued by the Government,
describes the proposal and planning history of the site, summarises
consultations, objections and representations and makes a
recommendation based on planning policy and other material planning
conditions.
Some Reports may not contain a recommendation as further
information is awaited and expected to be available for the
Committee. In these cases the officer will make a verbal
recommendation at the Committee.
The Development Control Committee may approve, refuse or defer
consideration of the application for further information or a site
visit.

Speaking at Development Control Committee
From 18 July 2011 we have introduced a new procedure with
regards to registering a Right to Speak
at the Development Control Committee. There are changes to when you
can register a Right to Speak. This applies to any application made
valid on or after the 18 July 2011.
