Site Assessment: This is a greenfield site which lies between two settlement boundaries, Carlisle to the north and Cummersdale to the east.  Policy H1 currently allows development of an appropriate scale within Cummersdale, and also makes provision for development on the edge of villages subject to certain criteria relating to form, scale, character, amenity and containment. 

This site is well related to a village which is classed as a Local Service Centre (LSC) in Policy DP1 and is in a location where new housing development is allowed under Policy H1.  LSCs are likely to need to expand to varying degrees in order to sustain the level of local services within them.  The issue of the level of expansion will be addressed by the Core Strategy.

Site Assessment: This is a greenfield site immediately adjacent to, but just outside the settlement boundary for Cummersdale.  However, it relates well to the built form of the village, with housing development lying to the west and north of the site.  Cummersdale is a local service centre and is likely to be able to accommodate some growth in order to sustain the existing local services within the village.  The scale of development that will be acceptable will be addressed by the next stage of the SHLAA.

Site Reference: CUD02 - Land at High Cummersdale & Gilbert Rd

Location: Site to the West of High Cummersdale and Gilbert Road,
Cummersdale

Site Assessment: This is a large greenfield site with two size decreasing options to the west of Cummersdale. The western boundary of Cummersdale is a linear boundary running north/south, and this site sits immediately outside this boundary.  It does not relate particularly well to the current form or scale of the village. Access is also an issue, as the site is largely landlocked, with options put forward for access across open fields, which would intrude into open countryside, or along Gilbert Road, currently a quiet no-through road linking to a bridleway. Cummersdale is a local service centre and is likely to be able to accommodate some growth in order to sustain the existing local services within the village.  A number of sites have been put forward for Cummersdale, some of which are more preferable than this site.  The scale of development that will be acceptable will be addressed by the next stage of the SHLAA.
