Site Assessment: This is a partly brownfield and is large for a settlement the size of Durdar. Durdar has little in the way of services, but it lies close to both Carlisle and Dalston and therefore the argument can be made that it would be a sustainable location. United Utilities have indicated that any development of this site would need to take place after 2015 in order for planned water treatment works improvements to be completed. Site Assessment: This is a greenfield site which lies just outside the built edge of Durdar, a 2nd tier settlement under Policy H1.  Currently only small scale infilling for local needs housing is allowed in these locations.  The development of this site would double the size of the existing settlement.  Whilst Durdar has a low level of local services, it is within two miles of the urban area boundary for Carlisle.  One of the issues for the Core Strategy to address is whether it is a sustainable option for such villages to expand. Site Assessment: This is a predominantly greenfield site on the edge of Durdar, which a second tier settlement under Policy H1.  Currently the only housing development allowed in such settlements is small scale infilling evidenced by local need to be in that location.  The site also includes part of three domestic gardens.  Little is to be gained by including this land, especially in respect of 449 Durdar Road, which would leave the site with virtually no usable garden to the rear.  The form of the site is relatively narrow, with the bulk of the site area being to the rear of existing properties on Durdar Road.  It is difficult to envisage how comprehensive and integrated development could be accommodated on this site.
However, the issue of whether the range of small villages within a 2 mile radius of Carlisle should or could accommodate some growth will be a question for the Core Strategy Consultation.  In theory 2 miles is a short enough distance to make walking or cycling trips possible, and to encourage the use of public transport.  Nevertheless an assessment needs to be made as to how likely this is from each village within a 2 mile radius of Carlisle.
