Site Assessment: This large greenfield site lies to the north of Houghton just outside the settlement boundary.  To the north of the site is a strip of woodland which has potential to alleviate noise from the motorway, which lies approx 200 metres to the north.  This part of Houghton has a fairly close knit urban form and a straight edge to the urban boundary.   The site relates fairly well to the form of the village, and is well contained within exisiting landscape features.  It provides opportunities for softening the urban edge in this location, and for the provision of additional landscaping.  It is considered that up to 30% of the site has potential for housing.  Houghton has a good range of local services including a school, and is close enough to Carlisle to offer good opportunities for cycling and public transport to be an option for journeys.

Location: Land at Houghton Road, Houghton

Site Assessment: This is a greenfield site which is fairly well related in landscape terms to the edge of Houghton.  It has housing on its southern edge, and a road along its eastern boundary.  If the northern part of HO 01 is developed, and the southern part of this site, a balanced area of growth could be accommodated on this northern edge of Houghton.  It is considered that up to 25% of the southern edge of this site could have potential for housing development.

Site Assessment: This site is currently used by the Police Authority.  It consists of areas of hardstanding and tracks, and areas of naturalised scrub and woodland.  The southern boundary of Houghton at this point is an abrupt straight line with no natural softening or integration with the adjacent land.  Some limited development of the northern part of this site could provide a more natural edge to Houghton in this location, with access provided from Houghton Road.

Site Reference: OC10 - Land at The Knells, Houghton

Location: Land at The Knells Houghton

Housing Potential: None

Site Assessment: This former garden has now reverted to open grassland and scrubland, and is therefore a greenfield site.  The Knells is a loose scattering of houses with no local services and is not classified as either a local service centre or a second tier settlement under Policy H1.

The development of the site for housing would be contrary to NPPF Housing, which states that housing should be developed in suitable locations which offer a range of community facilities, and with good access to jobs, key services and infrastructure.

Location: Land at Townhead Houghton

Site Assessment: This site is being put forward forward for a range of uses including retirement apartments, eco-starter homes, touring caravans or an Inn/Travel lodge.
The site is greenfield and lies a significant distance outside the settlement boundary for Houghton and is separated from Houghton by the M6.  Houghton has a range of local services including a school, nursery, shop & village hall.  Whilst one of the issues for the Core Strategy will be whether L.S.C.s such as Houghton, which are close to Carlisle, should extend their boundaries to accommodate further growth.  This site is considered to be too far outside the settlement boundary & is physically and visibly separated from Houghton by the M6.  As such the site is not considered suitable for housing development.
