Site Assessment: Low Row is a second tier
settlement under Policy H1, and as such is currently a location
where only infill development for local needs housing is
acceptable. It has a limited level of local services, and no
primary school or shop. Whilst there is a daily bus service,
this is from the A69 and not the centre of the village. Low Row is
several miles from the next nearest local service centre
(Hallbankgate or Gilsland) or key service centre (Brampton).
As such it is not considered a sustainable location for
development.
