Site Assessment: The site is a disused market
garden, with a number of vacant buildings. It lies on the
eastern edge of Monkhill, opposite the pub. It also lies on
the course of the Vallum associated with Hadrian's Wall Military
Zone WHS. Monkhill lies approximately three miles west of
Carlisle, and whilst it is on a bus route, the timetable for this
route indicates that the nearest stop is Burgh or
Beaumont. The village is a second tier settlement under Policy
H1 of the CDLP.
Currently only infill development is allowed where it is
evidenced by local need to be in that location. It is unlikely
that this policy stance will change, due to the low level of local
services in Monkhill.
There are also issues with the scale of the proposed site is
relation to the size of the village. The site is therefore
unlikely to be suitable for housing development.
