Site Assessment: This site lies outside but
adjacent to the settlement boundary for Scotby. There are a number
of constraints on it including part Flood Zone 2 and 3, within 250m
of a historic landfill in the east and it is within a groundwater
vulnerability zone. There is also an Ethylene Pipeline that cuts
through this site with the remainder of the land being designated a
NW Ethylene Pipeline Buffer Zone. Land here is flat.
There may be potential for up to 15% of the western part of the
site to be developed, as this would have potential to relate well
to existing residential dwellings and lies outside Flood Zone 2 and
3.

Site Assessment: This site lies outside the
settlement boundary for Scotby, however it is close to all
residential amenities and would fit in well within the existing
settlement. There are a number of constraints relating to this
site. Gas pipelines cut across the N from E to W, the NE area is
part of an Ethylene Pipeline Buffer Zone and this land lies partly
within Flood Zone 3 and 2, relating to the stream that runs along
the NE boundary. Due to flood risk, development of this site would
be subject to a Sequential Test to demonstrate that there are no
reasonably available sites in areas with a lower probability of
flooding that would be appropriate to the type of development or
land use proposed. This site will be considered against other
sites put forward for Scotby. There may however be potential for
development of a proportion of this site in the area that lies
outside the flood zone, gas pipelines and ethylene pipeline buffer
zone. This site therefore has potential for development of part of
this site for housing.

Site Assessment: Scotby has quick and easy
access to Carlisle, but also has its own range of local services,
including a primary school, shop, village hall, pub and church.
This site lies outside the current settlement boundary, it is
bordered on three sides by existing housing development, and would
form a logical infill site in this part of Scotby. However,
there is no current suitable access to the site, and this
constraint would need to be overcome.

Site Assessment: Greenfield site in open
countryside. Some distance from settlement boundaries of
either Scotby or Cumwhinton. The development of the site for
housing would be contrary to NPPF Housing, which states that
housing should be developed in suitable locations which offer a
range of community facilities, and with good access to jobs, key
services and infrastructure.

Site Assessment: Residential development
rejected on appeal in 1987. Numerous further enquiries for a
dwelling on the site met with advice that this was unacceptable on
the grounds of introducing sporadic development in the open
countryside. The site is located some distance from the
settlement boundary of Scotby and therefore lies in open
countryside. The site appears to be below the threshold of
0.4 ha, but the owner has failed to supply a site size.

Site Assessment: This is a greenfield site
which lies outside the existing settlement boundary for
Scotby. The existing pattern of development in this area is
sporadic. Under current policy it is a location where new
housing is unacceptable.

Site Assessment: This is a greenfield site that
is currently used as agricultural land. It lies outside, but
adjoining the settlement boundary for Scotby. The main issue with
this site relates to access as the only vehicle access point is via
Ladysteps which is a very narrow road that currently only serves
the properties that overlook this site. There is one route onto
Broomfallen Road from this site however this is very narrow and
would only be suitable as a pedestrian access point. Ladysteps is a
narrow road and therefore may not have the capacity to carry higher
volumes of traffic relating to the development of this site.
Due to this there is therefore no potential for residential
development on this site.

Site Assessment: The development of this site
would result in backland development that would extend the
settlement boundary to the west in an unnatural manner, sandwiched
between the school playground boundary and the Carlisle/Settle
railway line. There is planning permission for the
development of a detached dwelling (10/0468) adjacent to the
eastern boundary of this site, in a paddock next to Rydal.
This may reduce the potential of the rest of this land for housing
development due to access restraints. There is also a Medium
Pressure Gas Pipeline that runs through this site, parallel with
the Southern boundary.

Site Assessment: This is a greenfield
agricultural site on the edge of the village, outside the
settlement boundary for Scotby. The site is therefore not well
contained within the existing settlement pattern. Development here
could lead to further expansion into the rural area to the SE of
Scotby which would not be favourable. There is also an Ethylene
Pipeline Buffer Zone that crosses the site. There is therefore no
potential for development of this site for housing.

Site Assessment: This small greenfield site is
located far to the south of the Scotby village boundary. It is
therefore poorly related to any established settlement and would
constitute unsustainable development.
