Site Assessment: This is a brownfield site which appears to be partly used for factory/warehousing.  It is located in a remote rural area, some 8 miles from Longtown which is the nearest Key Service Centre.  The development of this site would be contrary to PPS 3 Housing, which states that housing should be developed in suitable locations which offer a range of community facilities, and with good access to jobs, key services and infrastructure.  Furthermore the priority for development should be previously developed land.
The RSS for the North West reflects PPS 3.  Policy RDf 2 states that development in rural areas should be concentrated in key and local service centres.   The site is not considered suitable for allocation for housing.
