What is an Article 4(2) Direction?
An Article 4(2) Direction is made under the provision
of the General Permitted Development Order 1996 and is a means by
which the City Council can control various types of minor
development usually, but not always, within a Conservation Area.
The purpose of the Direction is to bring under planning control
certain types of alterations to dwelling houses which normally
would not require planning permission. It does this by removing
some or all of the permitted development rights which are granted
automatically by Schedule 2 Parts 1&2 of the above order.
The Scope of an Article 4(2) Direction
An Article 4(2) Direction is designed to restrict certain types
of development which can have a detrimental effect on the
character, amenity and appearance of an area. If left unchecked
small scale works can lead to the gradual erosion of the character
of an historic area. Some examples of such works are:
- the installation of plastic windows, doors
- and rainwater goods
- the removal of decorative detailing such as fanlights, parapets
and cornices
- the covering of stone and brick walls with cement render
The aim is to prevent this erosion by removing the right of
householders to carry out these works without the need to obtain
planning permission.
A direction can only be effective where a building or group of
buildings retain a substantial amount of original historic fabric.
Properties are chosen because they are relatively unaltered or form
part of a terrace or group which is relatively unaltered.
Stanwix
At present, the only Article 4(2) Directions in Carlisle
District are within Stanwix Conservation Area which was designated
on 16th September 1997 in recognition of the special architectural
and historic interest of this part of Carlisle. Having conferred
Conservation Area status, the City Council had a duty to bring
forward proposals to preserve and enhance the character and
appearance of Stanwix. Consequently three Article 4(2) Directions
were brought into force in February 1998.

There is no fee for planning applications which are required
because of a Direction.
