Parish but is also shown as located within the urban area
settlement boundary. It is not allocated for development. It
is, instead, shown as White Land with no other pertinent
designations such as for any intrinsic landscape quality.
The site currently has outline planning
permission for between 850 and 950 houses and associated community
facilities. The site has been assessed as economically viable, and
is available now. It has therefore been assessed as viable.

Site Assessment: This is a greenfield site
which lies within the urban area boundary. It lies adjacent
to CA39 which has been considered as suitable for housing
development. It would not be possible to develop CA54 in
isolation, due to access issues, but access could be gained through
CA39, and the two sites developed comprehensively.

Site Assessment: This is a predominantly
greenfield site, apart from a small portion where the golf centre
buildings are located. It lies wholly outside the urban area
boundary, and does not form a natural extension to that
boundary. The site is unsuitable for housing under current
policy relating to sustainable development locations.

Site Assessment: This greenfield site is
designated as Urban Fringe Landscape on the Local Plan Proposals
Map. The site is not well related to the existing built up
area, and its development would connect the village of Houghton
with the edge of Carlisle. As such, the development of this
site for housing would have an adverse affect the open character of
the area by creating urban sprawl. This constitutes unfavourable
development of the urban-rural fringe. This site is therefore
unsuitable for housing.
