Site Assessment: This is a greenfield sites
used as an occasional overflow car park for Carlisle
Racecourse. It is well related to adjacent residential
development at Blackwell, and contained by existing landscape
features. It lies in an area where current policy only allows
infill development for local needs. However, the issue of
whether the range of small villages within a 2 mile radius of
Carlisle should or could accommodate some growth will be a question
for the Core Strategy consultation. Blackwell lies
immediately adjacent to the urban area boundary, and is close
enough to make walking or cycling trips possible, and to encourage
the use of public transport. It is considered that part of
the site has potential for development.
