Parking permits

Carlisle City Council operates a free residential parking scheme on behalf of Cumbria County Council.

How the parking scheme works

If you do not have a resident's parking permit or visitor permit, you must display the time of arrival on a clock disc. The road signs will tell you how long you may legally park for. Permit holders and disabled badge holders are exempt from these time restrictions. The permit or blue badge must be clearly on display at all times to qualify for this exemption.

  • Permits are issued free of charge to any vehicle registered to the occupier of an address. We need to see proof of this.
  • Businesses in zones A, B, D, E, F, and H are issued with one vehicle permit if they have no car park.
  • 60 days worth of visitor permits are issued to each household every year. If you need more than this, please let us know in writing. We only consider requests for extra visitor permits in exceptional circumstances such as medical grounds. If you have a carer, please also apply for a carer parking permit.
  • You must only use permits within the zone they are issued for. Permits are not transferable to other zones.
  • If a vehicle parks without a valid permit or valid parking disc we may issue a parking fine.
  • Permits are valid for Cars up to 3.5t and carrying up to 7 people and commercial vehicles up to 7.5t. Caravans or trailers may not be parked in the residential disc zone even if they are attached to a vehicle.
  • Permits do not guarantee a parking place outside your house or business premises.

Renewing your permit

Cumbria County Council are considering changes to the resident's parking scheme. While this process takes place we will not renew permits. As soon as any further information is available we will contact every resident.

Please continue to display your resident and visitor permits in the normal way, even if they have expired. If you run out of visitor permits then please email or write to us. The regulations for displaying a correctly completed permit or clock disc in the restricted zones has not changed.

Moving house

If you move out of the disc zone you must return all permits and unused visitor passes to us.
