Application for a Hardship Grant

We are doing all we can to support businesses, vulnerable people and households. Although it is not within our powers to suspend Council tax collection, but we will provide as much support as we can to any resident struggling to make a payment.

We have a  statutory responsibility to collect Council Tax to fund key local services, from adult social care and children’s services, to refuse collections and leisure facilities. A proportion of the final bill also funds the police.

A government Hardship Fund to support economically vulnerable people is in place.

This will mean that all billing authorities (including Carlisle City Council) will provide all recipients of working age local council tax support, during the financial year 2020-21, with a further reduction in their annual council tax bill of £150.

We have also taken the decision to increase the minimum £150 reduction to a total of £300 per household for those in receipt of working-age local council tax support during the financial year 2020-21.

This much-needed support for claimants will be processed without the need for an application and revised council tax bills confirming the reduction will be sent to eligible households in due course. Please continue to pay your existing amount until your new bill is received.

For advice on the Council Tax Reduction Scheme and to make a claim, please visit www.carlisle.gov.uk/Residents/Benefits-and-support/council-tax-reduction-scheme

In exceptional circumstances, where there is no entitlement to support under our Council Tax Reduction Scheme, we may be able to award Covid-19 Hardship Support to reduce your council tax.

Discretionary awards up to a maximum amount of £300 will be considered on a case by case basis. These are subject to an application outlining circumstances being approved. Cases will only be considered where exceptional hardship is shown as a result of the COVID-19 pandemic.

To apply for a discretionary award of Hardship Funding, the following information will be required:

  • An explanation of the circumstances and reasons for requesting support.
  • Details of income and expenditure to show financial hardship.
  • Demonstrating the steps taken to meet household outgoings.
  • Confirmation of the level of funding support required.
  • Stating the period and how long it is expected that support will be needed.
