Enterprise Zones in the City of Carlisle
Kingmoor Park Enterprise Zone
Kingmoor Park Enterprise Zone is one of the largest industrial estates in the north-west and the only Enterprise Zone in Cumbria. It benefits from great access to strategic transport infrastructure with direct links to, and visibility from, the M6 and West Coast Main Line, and quick access to cross country routes to Newcastle and West Cumbria. Its location on the border with Scotland provides further links to Northern Ireland via Dumfries and Galloway.
Already home to more than 100 businesses including Eddie Stobart, UPS, Thomas Graham and Edinburgh Woollen Mill, there is significant potential for growth at Kingmoor Park Enterprise Zone. Around 37 hectares of land has outline planning permission for at least 72,000m2 of office (B1), general industrial (B2) and warehousing (B8) units.
The site is well placed to accommodate growth in logistics and advanced manufacturing sectors and the supply chain associated with Cumbria’s nuclear cluster. Reduced taxes, simplified planning rules and a number of financial and taxation benefits adds to its attractiveness.
Prospective tenants of the Enterprise Zone could enjoy generous business rates discounts – potentially worth up to £275,000 over a five-year period – or the enhanced capital allowances which relates to tax incentives for any occupant who is spending a lot of money on plant and equipment (including vans, computer software, machinery, shop fit-outs – so it’s quite a broad spectrum).
Carlisle City Council is able to provide Business Rate Relief (BRR) to eligible occupiers within defined areas (download map) of Carlisle Kingmoor Park Enterprise Zone (EZ) in accordance with approved Department of Communities and Local Government (DCLG) financial incentives.
The BRR incentive enables eligible businesses that occupy property within the BRR designated areas of Carlisle Kingmoor Park EZ to a discretionary relief of up to 100% of the business rates payable, up to a limit of £55,000 per year and a maximum of £275,000 in any 5 year period, subject to meeting the criteria set out within this Eligibility Guidance Paper. To be eligible, businesses must occupy premises before 31st March 2021 and can then benefit from the discount (subject to the EU State Aid De Minimis threshold) to 31st March 2026.

Occupiers of Kingmoor Park Enterprise Zone can either locate in a Business Rate Relief or Enhanced Capital Allowance area. Occipiers cannot claim both Enhanced Capital Allowances (ECAs) and Business Rate Relief.
Enhanced Capital Allowances promote capital investment in the Enterprise Zone. Within Kingmoor Park Enterprise Zone there are two areas that are eligible for ECAs. Occupiers within these areas will be eligible for a 100% first year allowance on capital expenditure on qualifying assets until 31st March 2024. The maximum capital investment that can qualify for enhanced allowances is €125 million per project and the new capital investment must be maintained in the Assisted Area for a period of five years.
