Frequently Asked Questions

If you cannot find the information you want in our service pages, you may be able to find it on this main FAQ page.
After looking at the statistics of how users browse our site we have now focused on the most used services as priority, many hundreds of information pages on our site that were accessed rarely or sometimes not at all have now been removed to de-clutter and make our site easier to use.

However we still accept that some information is desirable to help our users better understand aspects of how Carlisle City Council services work, so we provide FAQ lists on most our section landing pages.
All FAQs including any FAQ that does not fit in any of our our site sections are accessible here in the master FAQ page.

Tattooing skin - piercing registration

To carry out acupuncture, tattooing, cosmetic piercing, electrolysis or semi-permanent skin colouring both the premises and the person carrying out the work need to be registered with the Council.

(Registration is not required if carried out under the supervision of a registered medical practitioner)

The purpose of registration is to prevent infection of the person whose skin is pierced.  Registered skin piercing personnel and premises must comply with guidance and byelaws designed to prevent infection.

Once we have received the completed forms, registration will be determined within 20 working days.

Tattoo Hygiene Rating Scheme

The Tattoo Hygiene Rating Scheme (THRS) is a voluntary scheme, launched in Carlisle on 10 April 2015, aimed at improving standards of tattooists and allowing the public to choose a tattooist that meets high standards of hygiene.

The scheme aims to:

  • Inform the public about the hygiene standards in the premises at the time of the most recent inspection;
  • Drive up standards and adoption of best practice across the industry; and
  • Reduce the risk of incidents of infection and of transmission of infectious disease from tattooing procedures

Participation in the scheme is by application.  Participating premises will be allocated a rating following a programmed inspection, and that rating can be displayed in the premises in certificate form and on the window of the premises in the form of a window sticker.

The premises will be re-rated on a programmed basis, but may be re-rated before the programmed inspection visit at the request of the operator of the premises and the discretion of the local authority.

Premises will be rated into four categories;

1                    Needs Improvement

2                    Satisfactory

3                    Good

4                    Very Good

A comprehensive list of current Tattoo Hygiene Ratings for all premises participating in the scheme will be displayed on the CIEH Cymru Wales | web site.
