Economic Development Functions Data Privacy Statement

Carlisle City Council is committed to protecting and respecting your privacy in terms of how we collect, use, store and destroy your personal information.

We are the data controller of the personal information we will collect from you and under the General Data Protection Regulation, this fair processing notice is designed to provide you with all the information you have a right to be provided with.

Why are we collecting your personal information?

We are collecting your personal information to enable us to carry out specific economic development functions for which Carlisle City Council are responsible, including (but not limited to) the following key functions: 
 
• Business enquiries and support requests;

• Administering grant schemes which vary in their specific scope but which are generally focussed on business support;  

• Production and consultation on economic plans and strategies; and • Project or programme evaluations

What allows us to collect your personal information?

We collect and process information about you under Article 6(1)(e) Public Task; Article 6(1)(c) Compliance with a Legal Obligation; and Article 6(1)(b) Contract, of the General Data Protection Regulations. 

What personal information will we collect?

We will collect personal information such as name, contact details, business interests, and at times, such as for grant applications and contracts, financial information and payment details.  
 
In the majority of instances, any information we hold on you will have been provided directly by you either in an enquiry / request sent to us; a grant / support application or in response to a consultation or survey linked to the above functions. We may occasionally collect more sensitive information such as your gender, religion, ethnicity, 
age range etc. in order to evaluate the effectiveness of and/or to measure how inclusive our projects and programmes are. Sensitive information is ordinarily anonymised and/or detached from any wider information you may provide.  

What will we do with your personal information?

We may process such personal information for a variety of reasons but normally it would be for one of the following:  
 
• To carry out legal obligations or perform tasks in the public interest, for example we may analyse data provided to help us understand stakeholders or resident’s views in different localities to inform emerging plans and strategies; • In order to liaise with you to respond to your enquiry or to keep you informed of the progress of plans, projects and programmes particularly where you have indicated a preference to be kept informed;

 • To understand what assistance, we can offer you and to inform you of other relevant services and benefits;

• To refer you, with your consent, to partner organisations who may equally be able to assist you;

• To take steps to enter into an agreement or contract with you particularly in the context of grant awards;

• To process financial transactions;  • To prevent and detect fraud and corruption in the use of public funds; and

• To make sure we meet our statutory obligations including those related to diversity and equalities. 
 
We are occasionally required to share information as follows: 
 
• With partner organisations equally engaged in delivering business support, to enable them to assist you and to evaluate the effectiveness of their support programmes;

 • With consultants or agents working on behalf of the Council where specifically engaged to help prepare plans / strategies or to design and implement grant or support projects and programmes; and

• With central government departments where central government funding is being administered locally. 

How long will we keep your personal information?

Your personal information and the information held in relation to your request will be kept in accordance with the Council’s Retention Schedule, at which point it will be securely destroyed. The Retention Schedule details that in the case of plans and strategies the period for retention will be three years after adoption or abandonment of that plan / strategy. The retention period for grant and support projects and programmes can vary and is generally linked to conditions attached to the source funding particularly where external Government or European funding is utilised.

  • To have inaccurate personal information rectified
  • To have personal information erased
  • To restrict processing of your personal information
  • To obtain and reuse your personal information for your own purpose
  • To object to the processing of your personal information
  • To not be subject to decisions based solely on automated means, including profiling
