The Sustainable Warmth Competition is awarding funding to local authorities to help them upgrade energy inefficient homes of low income households in England. These two existing fuel poverty schemes are being brought together into a single funding opportunity under the new programme:
- Local Authority Delivery Phase 3 (LAD3), which supports low-income households heated by mains gas.
- Home Upgrade Grant Phase 1 (HUG1), for low-income households with homes off-gas grid through the HUG scheme.
The competition aims to raise the energy efficiency rating of low-income and low Energy Performance Certificate (EPC) rated homes (those with D, E, F or G energy performance ratings) on the gas grid and off gas grid. The funding will also support low-income households with the transition to low-carbon heating.
To reduce barriers to applications based on minimum bid amount, applications are subject to a minimum bid of £250,000. There is no maximum funding level, however, the Government reserves the right to agree a revision or propose a partial grant offer to any application submitted by a local authority.
All local authorities and Local Energy Hubs in England can apply for funding to improve the energy efficiency of homes inhabited by low-income households living in their area.
Projects that will help EPC band D, E, F or G rated homes can be funded. Local authorities should take a fabric first approach and focus on measures that will help lower household energy bills. This includes, but is not limited to, energy efficiency measures (such as wall, loft, and underfloor insulation) and low carbon heating technologies – but excludes heating systems which are solely fuelled by fossil fuels.
The deadline for applications is 4 August 2021 (23:59 BST).
