New Government Grants to Tackle Homelessness and Rough Sleeping

The fund seeks transformative projects to deliver quality services for individuals experiencing rough sleeping in England.

The Department for Levelling Up, Housing and Communities (DLUHC), in partnership with Housing Justice and Homeless Link, has announced £10 million of funding until 2025 to address homelessness and improve Night Shelter provision across England.

The objectives of the Night Shelter Transformation Fund are to:

  • Improve the quality of off-the-street accommodation, supplementary to that which is provided through local authority commissioned services.
  • Help reduce the number of individuals sleeping rough or requiring emergency shelter, in close partnership with local authorities and other housing-related support services.
  • Make long-term sustained transformations to the provisions made by non-commissioned Night Shelter providers, including diversification of services provided, greater organisational and financial resilience, and greater sustainability without requiring government funding to meet core costs.

There are three funding streams, depending on the type of grant required:

  • Capital grants of £25,000 to £100,000 for building-based works.
  • Revenue grants of £10,000 to £100,000 for staff, running and operational costs.
  • Capital incubator grants of up to £30,000. These are for smaller organisations who require support with ideas for capital programmes such that they may apply for later rounds of funding.

Incorporated and unincorporated not-for-profit groups with a turnover of less than £5 million are eligible to apply, providing they are already working to end homelessness and have operated a Night Shelter since 2019/20.

It is essential that groups work in partnership with local authorities, so applicants must submit an endorsement from the relevant local authority when applying.

The deadline to apply is 26 August 2022, for notifications in October 2022.
