Carlisle City Council Housing Need and Demand Study

GL Hearn (GLH) and Justin Gardner Consulting (JGC) were commissioned to prepare a Housing Need and Demand Study (HNDS) for Carlisle District by the City Council. The purpose of the HNDS is to provide a robust and up-to-date understanding of housing need and demand within the City and its three Housing Market Areas (HMAs) in order to inform and support planning policy and housing strategy.
The Assessment considers future housing requirements, in terms of the number of homes required to meet need and demand. It considers the mix of housing required, in both the affordable and market sectors. It also looks at the housing requirements of specific groups, including older people, Black and Minority Ethnic (BME) households, and those with support needs. 		November 2011 Yes
Strategic Housing Market Assessment (SHMA) The updated SHMA replaces the previous Assessment from September 2019.  The SHMA assesses the likely growth in population and the anticipated demand for new housing development over the plan period, including market housing, affordable housing, specialist housing (including for older persons) and St Cuthbert's Garden Village.
