Open 4 Business Portal

To support our businesses during the current COVID-19 crisis, and into the recovery phase, Carlisle City Council is providing free access to Open 4 Business. Open4Business is designed to support businesses locate relevant up to date funding opportunities.

The portal is updated regularly with new local, regional and national funding announcements and can be easily searched by businesses on the basis of their industry, region and business size. The portal then provides information on how to apply for funding and contact funders directly. To search for grants for your business you will first need to register on the Open4Business website

Historic England - Heritage Protection Commissions Programme

Objectives of Fund

The objectives of the Heritage Protection Commissions programme scheme are to fund research that will help Historic England to understand what our historic environment comprises, which aspects of it are the most significant, how people value and interact with it, and what innovations in science and approach will help us to look after it for the future.

The programme offers funding for strategic research projects or those which will build skills and capacity in the historic environment and that directly address the priorities outlined in Historic England's Corporate Plan.

The main aims of the Corporate Plan are to:

  • Protect historic places and keep them for current and future generations.

  • Ensure Historic England's advice and evidence result in well informed decisions that serve people, places and the economy.

  • Close the gap between arts, culture and heritage to bring heritage into mainstream cultural life.

  • Give people the skills, knowledge, confidence and motivation to fight for, look after and make the most of their historic environment.

  • Expand the digital availability of Historic England's assets to improve both access to its resources and users’ experience.

  • Attract a wide, diverse audience and workforce, ensuring the historic environment is everyone’s business.

Value Notes

Historic England offers three funding schemes:

  • Open proposals programme

  • Calls for Proposals

  • Tender Opportunities

The level of funding will vary depending on the project.

The Programme will also consider emergency funding to investigate unforeseen nationally significant heritage assets that are revealed during the planning process.

Who Can Apply

Local authorities, universities, charitable trust, and limited companies can apply.

Individuals are also eligible provided they can demonstrate that they are registered as self-employed.

How To Apply

Applications to the Open Proposal Programme can be made at any time. Guidance notes can be found on the Historic England website.

Calls for Proposals and Tender Opportunities will be updated throughout the year - applicants are advised to check the website.

Applicants for Open Proposals and Calls for Proposals must first submit a short Project Proposal to the Heritage Protection Commissions team for initial assessment. Applicants are advised to discuss any ideas for projects with the Historic England Team before submitting their project proposals. Successful applicants will then be invited to develop a detailed Project Design (for which funding will be provided).

Contractors interested in submitting bids to tender should register on Historic England's online In-Tend system to receive alerts of upcoming projects and to apply for those which are relevant to their line of work.
