Move On Fund

Objectives of Fund

The Government is committed to halving the number of rough sleepers by 2022 and ending rough sleeping entirely by 2027. Whilst hostels and refuges provider a vital role in delivering temporary or emergency accommodation for rough sleepers, they are deemed unsuitable for longer-term housing. To meet this need, the Move On Fund has been established.

The Fund aims to free up hostel and refuge spaces by increasing the availability of affordable move-on, or second stage housing, for rough sleepers and those in hostel accommodation, and victims of domestic abuse currently living in refuges who are ready to leave this type of provision but might otherwise not be in a position to access the next stage of housing.

Capital grants are available towards the costs of developing move-on accommodation. Revenue funding will also be made available to be accessed by successful bidders for the ongoing tenancy support and facilitation costs to ensure that those accessing the accommodation are able to sustain their housing.

The aim is to support delivery of up to 879 bed-spaces in move-on housing across England (outside London). Priority will be given to proposals that will most effectively and most quickly free up space with hostels and/or refuges.

Value Notes

The programme has an overall budget of £50 million, which breaks down as follows: £44 million of grant funding and £6 million revenue funding for ongoing tenancy support, running through until 2020/21.

Levels of support for individual projects have not been stipulated.

Who Can Apply

Bidding is open to all organisations that are, or intend to become, qualified as Homes England investment partners. This includes housing associations, local authorities, private sector developers and community groups among others. Applicants must be operating in England, outside of London.

Eligible Expenditure

Revenue funding is only available to be accessed by successful bidders of capital grant funding for the ongoing tenancy support and facilitation costs of grant funded schemes through the Move On Fund. Revenue funding is not available for existing schemes.

The Move On Fund will contribute towards the capital costs of developing move-on accommodation for people leaving homelessness hostels and refuges for survivors of domestics abuse. This could involve:

  • the purchase and repair of existing accommodation, ie where the bidder purchases the property and becomes the long term owner. The expectation is that properties will be freehold, or purchased with a long lease, and that repairs may be required to bring the properties up to a good standard to be let;

  • the development of new build properties; and

  • the lease and repair of existing properties, ie where bidders lease properties for a defined period (a minimum of five years) from the property owner and at the end of that period the property reverts to the long term owner.

How To Apply

The scheme was launched in August 2018.

Funding is being allocated through a Continuous Market Engagement (CME) process. It will remain open to receive new applications until 30 September 2020 or until funding is fully committed, whichever occurs first.

Bids must be submitted through the Homes England’s Investment Management System (IMS).
